Het bekritiseert de weigering van de Nederlandse regering om het Europees Handvest voor regionale of minderheidstalen (ECRML) volledig te implementeren voor het Limburgs. Het rapport benadrukt, zoals aanbevolen door de Raad van Europa,\u00a0 de noodzaak van een nationale strategie voor het Limburgs in het onderwijs te ontwikkelen en een nationaal orgaan op te richten om de belangen van Limburgse sprekers te vertegenwoordigen.
