This non-compliance violates international law and Dutch legal provisions. The regional government, having few competencies to fulfill ECRML obligations, has traditionally relied on volunteer organizations instead of taking a proactive role. Recent negotiations for a Limburgish Covenant are promising, but a coherent policy with adequate funding is needed. Statutory impediments hinder Limburgish in education, culture, media, and administration.
